Dr. Mary Moussa

Dr. Mary Moussa is an Egyptian-born, pan-Africanist health specialist and business development expert dedicated to advancing healthcare access and equity for underserved communities across Africa. With a robust medical background and expertise in implementation research, Dr. Moussa designs and delivers innovative, sustainable solutions to improve health outcomes with a focus on the last mile. Her work focuses on transforming healthcare delivery systems, engaging diverse stakeholders for scalable projects, and driving policy changes to enhance access to quality healthcare and achieve Universal Health Coverage (UHC), inspired by the new public health order and with a focus on health systems strengthening through African experts’ and local community involvement. She has contributed to PHC guidelines development in Uganda, supply chain, outsourcing policy redrafting in Zambia, and telemedicine guidelines development in Kenya.
As Head of Consulting at AHB, Dr. Moussa leads multidisciplinary teams, overseeing the technical execution of complex health projects. She ensures high-quality outcomes by fostering strategic partnerships and coordinating efforts across multiple countries. Her leadership is grounded in a commitment to evidence-based implementation of scalable projects, optimizing healthcare service delivery, and advocating for policies that promote equitable access to care, particularly for marginalized populations. She has led implementing teams through M&E projects, including the delivery of vaccines at remote areas in Kenya, cost-effectiveness and economic modelling research, access programs, and goto-market strategy projects with private sector partners, and more.
Prior to AHB, Dr. Moussa served as a Global Health Expert at the social enterprise (Healthy Entrepreneur), where she designed and implemented community-centered health programs in Kenya, Uganda, Tanzania, Burundi, and Nigeria. Her initiatives prioritized local needs and sustainable impact. She led the digitization project, including the inclusion of telemedicine services. She has also introduced the NCDs, Nutrition, and WASH modules to the service delivery model to offer affordable healthcare solutions that are of high quality.
She practiced medicine both as a general practitioner in the private sector (Uganda) and as a Senior House Officer (SHO) in the Psychiatry Department at Makerere University, where she had developed a nanotechnology-based research study for the delivery of Dopamine loaded on chitosan particles.
She also held the roles of Medical Director and Project Manager at AfriEgypt under Afripharma, and at her early career she was the Project Coordinator at SOCHT—a Sudanese nonprofit providing health services and advocacy for refugees and migrants in Khartoum and Cairo. These experiences honed her ability to bridge clinical practice, implementation research, and policy advocacy to address systemic healthcare challenges.
